"Le Temps" comments: It is the duty of all Powers to protect the lives and properties of their nationals, but it may be asked whether a concentration of such large British forces in Chinese waters not exceed the merits of the case.
"The best intentioned Government, with such powerful means at its disposal may be tempted to use them for purely political purposes."
