To borrow for such purpose under the said Act amounts that from time to time may be required. To pledge as security for the repayment of such loans, together with interest thereon, a Speciaj Annual Recurring Rate over the whole of the Wairoa Riding of the Couuty of Manukau, to be called a "'Bridge Rate," such rate not to exceed in any one year the amount of three-fartblngs (3<l) in the pound (£) on the capital value of all ratable property comprised within the Wairoa Riding of the County of Manukau.
