NEW YORK, October 21
The "New York World" forecasts that soon after the Queen of Rumania leaves the United States the Rumanian Government will offer the American public a bond issue of between £5,000,000 and £10,000,000. The paper says: "Rumania has been negotiating for a loan here since 1921, but has been unable to obtain funds.
"Bankers said this was because of defaults in the payment of the outstanding English and French loans, the mining laws of 1024, which prohibited the entry of foreign capital'to oilfields except those under Rumanian control, and the unsettled political ■conditions."
The "New York Timea" says: "Reports that the fact that Rumania is about to obtain a loan from the, United State? is the. reason for the visit of Queen Marie to this country have Tβccived no credence in financial circles."
