I ENGLAND S NEW PROVISIONS. LONDON, October 17. I The Betting "ax regulations issued I to-day. stipulate that bookmakers must | have ft personal certificate and a betting I premises certificate, each costing ten ! pounds sterling. Bookmakers are paving betting duty of two per cent, or three and and a half per cent on each stake by the issue of revenue tickets when the bet is made or when weekly a return is made to the Customs Department. Full records are being kept.
