ENCOURAGEMENT OF SWIMMING. EDUCATION CHAIRMAN'S VIEWS. (By Telegraph—Special to "Star.") WELLINGTON, this day. "It is doubtful if the withdrawal of the special encouragement accorded to swimming is justified," remarks the Wellington Education Board's chairman in his annual report to the Minister. "This is a maritime country," adds the chairman, "and it is most important that our youth should learn an art which may result in the saving of life and which is itself one of the most healthful of all exercises."
