CO-OF.DINATION POLICY,

LONDON, June 17. A pronouncement against a Ministry of Defence was made in tbe House of Lords by the Earl of Balfour, Lord President of tin- Council. Lord Th om so n urged the' reconstruction of the Committee of Imperial II efen cc. which. he said, should be given greater executive power regarding policy. In reply Lord Balfour said administrative co-ordina-tion was going on happily. The Ministry was in the process of establishing a College of Imperial Defence for the purpose of disseminating knowledge which would ensure co-operation on the military side. Personally he could not see the gain in having a Minister of Defence if the Imperial Defence Committee were left as it was, because it was more able to effect the co-ordina-tion of the civil and military services i ban a Minister would be.
