SOUTH AFRICA.

A SENATE BUX. CAPETOWN. June 7. Tlve Senate Bill was passed in the Senate to-day. The Minister in charge of the measure consented to an amendment withdrawing the clause which would have abolished the joint session.— ( A. and X.Z.) The South African Government on May -25 introduced a bill to govern the constitution of the Senate. This provided that nominated members should cease to hold office in ease of a dissolution, or when a Government goes out of office. The measure also proposed to abolish joint sessions except when the Senate rejected a finance bill. In that case a joint session was to be held, under the provisions of the bill, in the same session of Parliament instead of in the following session as at present. In other eases of difference between the two Houses the bill proposed that no joint session should be held, but that if the Finance Bill were renassed by the House of Assembly in the following year it would become law.
