YOUNG MEN WHO FAILED.

Mr. Hewitt. S.M.. to-day said that men who had tailed to attend the military training camps were acting unfairly to those who did and who gave up for the time being lucrative positions and accepted 47 per day paid by the State. Four young men were before liLm, and he fined them t> each, which ho described as a "uniform penalty."
