THE LEGISLATIVE COUNCIL.

The Legislative Council still remains a nominative body, despite the oftrepeated pledges of the Reform party that an electoral system for the Upper Chamber will be devised. It does not appear likely that the near future will see any change in the system, and it is probable that several new appointments will shortly be made. These should be announced without delay, so that the new members will be able to take their seats when the session opens next week. The first selection, in our opinion, should be Sir Robert Stout. The former Chief Justice is a man of vigorous and independent mind, despite his years, and he would be able to give invaluable assistance during the discussions upon Bills sent to the Chamber for revision. He has had long legislative experience, in addition to his remarkable career as head of the Dominion's highest Court, and his judicial qualities and unparalleled i knowledge of the law and its interpretation would tindoubtedly be of the ' greatest assistance in the final preparation of legislation for the Statute Book. An appointment to the Legislative Council is an honour which he has worthily won, and we hope that the Government will give him an opportunity of considering it before - Parliament meets.
