NOT IN GOOD ORDER. WASHINGTON", January 28. Admiral R. E. Coontx. formerly; Commander-in-Chief of the United J States navy, has drafted a confidential i report on the condition of the battle-1 fleet, which, he hays. B adly needs over-j hauling. The admiral intimates that the navy! has fallen behind the O-.3-3 ratio. The report has been placed in the hands of the chairman of the Naval Committee of the House of Representatives I Mr. Butler) for consideration by that: body at a secret session. Some of the! members of the committee describe the ; report as sensational. It was based on i Admiral Coontz's observations on the; cruise of the fleet to Australia and New i Zealand, and it is said to have seriously ! disturbed the General Navy Board.: Therefore, it has been deemed advisable! to snhmit the matter to Conoress for i consideration. — (A. and N.Z.
