"STATE CAPITALISM." THE DEVICE OF THE ENEMY. A NEW LENINGRAD. (Br Cable.—Press Association.— Copyright.) 'Received 11 a.m.* LONDON, January 10. The Russian correspondent of the "Daily Express" says the new slogan in Russia is '-State Capitalism." Mines, industry, railways and commerce are expected to make "a profit. j Production is being stimulated bypiece work, overtime, bonuses and other "capitalistic devices." The population of Leningrad, which fell to four hundred .thousand, is now a million. Workers' houses are springing up like mushrooms by means of cooperative organisations or workers known as '-Artels," made un of ten to twenty-five builders, who erect houses in record time for wages, plus a bonus. The bricklayers lay 1500 bricks daily. The final success of the new policy, however, depends upon foreign credits and the peasant, who holds the key to exports and is unwilling to sell his wheat. In order to improve credits the Soviet leaders may acknowledge part of the Czarist debts.—(A. and X.Z.) i ====== i
