The letter explains that discords have arisen in connection with Soviet Russia's economic development, and points out that Zinovieff, who is the leader of the Oppositionists, is a wholly untrustworthy guide. Bukharin, in a speech at Moscow, warned the Opposition that it must maintain voluntary silence. Present dissentions were a greater danger to the party's existence than ever. It was imperative that they should uproot ruthlessly all opposition.— ("Times.")
