The Riga correspondent of the "Times'' says advices from Moscow state that the Communist party executive has written to the English. French, Italian, and German Communist parties, requesting them to refrain from discussing the Russian parties' dissensions. The letter explains that discords have arisen in connection with Soviet Russia's economic development, and points out that Zinovieff, who is the leader of the Oppositionists, is a wholly untrustworthy guide. Bukharin, in a speech at Moscow, warned the Opposition that it must maintain voluntary silence. Present dissentions were a greater danger to the party's existence than ever. It was imperative that they should uproot ruthlessly all opposition.— ("Times.")
