' Despite 1 apparent evidences to the contrary, Victorian crime statistics for the ' past few years show that the criminal population is gradually decreasing. Statistics show that in 1904 Ihere were 0.54 prisoners to each 1000 of the population. In J 924 the totai had decreased to 0.47.—(A. and N.Z.)
