NEW DIPLOMACY.
PROMISES OF DE JOXTVENEt. PARIS, December 6. A message from Beirut states that the new French High Commissioner to Syria (M. de Jouvenel) addressed representa-1 tives of the Council of Grand Lebanon. He said that, as a reward for their loyalty to France, as had been proved by their recent attitude, he would order the Governor of Grand Lebanon to convoke an extraordinary session for the purpose of entrusting to the council the task of drawing up its own constitution. Other States could do the same if they oeased hostilities. There was now no excuse for the continuance of the rebellion. — (Reuter.)
