SPEECH AT PAPAROA.
(By Telegraph.—Own Correspondent.) PAPAROA, this day. W. E. Barnard, Labour candidate for Kaipara, addressed the electors here yesterday, and impressed the meeting as an able exponent of sane Labour. In an address marked by a high moral idealism lie outlined his party's policy. Speaking broadly, he said Labour stood for the rights of human life and happiness, as against the interests of property. It was an age-long fight. He explained the usehold land° policy, and maintained that it was a perfectly safe tenure for the occupier, and interminable so long as the conditions of contract were fulfilled. He advocated a State bank as a remedy for the banking monopoly and high rates of interest" also State medical and dental services', with special jl-ovision for maternity cases and nurses for the backblocks. In the licensing question he favoured preferential voting on the three issues He opposed extension of the term between polls beyond throe years, and opposed legislation allowing the transfer of hoici licenses to districts where people were opposed to liquor. A vote of tliank.3 was accorded the candidate.
