HOME RULE WANTED. DELEGATION TO -WASHINGTON. (Received 11 a.m.) VICTORIA (8.C.), September 14. "The faith of the Philippine people in the spirit of justice and fairmindedness of the United States" was expressed on arrival here by the Hon. Sergio Osmcna, President of the Philippine Senate, heading a delegation which is proceeding to Washington to urge the granting of the Independence of the islands.— (A. and N.Z. Cable.)
