TRADES UNION CONGRESS.
BRITAIN AND THE SOVIET. LONDON, September 11. The Trades Union Congress at Scarborough passed a resolution expressing disappointment at the fact that the Russian textile machinery delegation had failed to place the bulk of its orders in England owing to the British banks having refused them credit facilities. The resolution urged the Government to strive to secure the orders, also to extend the Trade Facilities Act to Russia. Another resolution was carried demanding that the Government should exempt troops from participation in" industrial disputes. It was also resolved that workmen's compensation should not be less, than two-thirds of their earnings. The congress instructed the general council to adopt Esperanto as the official international language.—("Sun.")
