DEBT TO AMERICA. AMICABLE ADJUSTMENT. WASHINGTON, August 11. The American and Belgian Debt Commissions have opened negotiations for the refunding of Belgium's war debt to the United States. The amount owing i 3 480,000,000d01. An assurance was given by the Belgian Ambassador (M. de Cartier) that Belgium will honour her just obligations. The Secretary to the United States Treasury (Mr. A. YV. Mellon) promised that Belgium will be asked to pay only within her capacity.— (Reuter.)
