LOCALISING TROUBLE. SHIPS TO BE MANNED. (By £able. — Press Association.^Copyrifcht.) MELBOURNE, August 6. The representatives of the seamen and the shipowners to»day signed the strike settlement agreement. The ships will be manned again to-morrow. Another dee is ion reached by the committee Avae that dieputee committees, comprising the local secretary of the Seamen's Union and shipowners' representatives should be sot Up at Melbourne, Sydney, Newcastle, Brisbane, Adelaide and Fremantle. These committees are to deal with all disputes as they arise, and endeavour to settle them expeditiously, bo as not to interfere with the running of vessels. It is thought this localising of troubles will prevent their spreading to other centres. Central Conciliation boards will be eet up in Melbourne and Sydney, to which shall be referred all disputes not settled by the local committees. A meeting of the Victorian branch,of the Seamen s Union approved the shipowners' proposal that the agreement be operative for a period of two years. The ecftstal slßpowners at Sydney announce that they will feign the shipping agreement and dismiss all non-union labour. At n mass meeting of the Seamen's Union it was decided to man all ships to-morrow* with the exception of the Newcastle and Hunter River Company's vessels, which arc still '-black."
