THE MIGRATION QUESTION. U.S. WAVY WAR GAMES. WASHINGTON, March 18. Mr. Tsuneo Matsudaira, the new Japanese Ambassador to the United States, denies reports to the effect that he has received instructions to reopen the immigration question. He states that although the United States considers the matter to be settled for all time, Japan hopes the problem will be considered a?ain in the future. The Ambassador says the agreement between Japan and Russia, which was recently arrived at, was owing to Japan's peculiar political, economic, and geographical relations. He denies rumours to the effect that Japan is entering upon an intensive aircraft construction programme. Mr. Matsudaira states that the misunderstanding on the part of the -Tapanese people in regard to the American naval manoeuvres at Hawaii has now been settled hv the explanations riven out by the authorities.— (A. and ~X.Z.)
