EXTRA TOTE PERMITS.

(To the Editor.) Sir ;"~° Be reads with amusement your v ellington correspondent's remarks as coming from Mr. Bollard, that he has done his duty in upholding Parliament's intention when it passed the Gaming Amendment Act. Has he done so? It appears the extra permits allocated do not find favour with the majority of the electors, and even such a body as the New Zealand Racing Conference does not agree with Mr. Bollard's action. One is not surprised. While one does not begrudge any club the extra permit that has been allotted it, yet at the same time it is very difficult to understand the difference of standing between some clubs that have been lucky enough to be included in the list and those that have not. For comparison I might mention a deserving club such as Dargaville, which is justly entitled to an extra day and has been successful in obtainintr one.

but there is another such club as the Bay of Islands, which is entitled to be placed with the same just claim as Dargaville, but yet has not received an extra permit. I cannot possibly believe that Mr. Bollard upon his visit to the Bay of Islands racecourse did not consider this club had a prior claim to an extra permit before others he had pre viously visited, but he had a very hard task set him. Instead •of assisting this deserving , club he has created another club in the North to struggle for existence. It •would be interesting to know why Waipapakauri was given an extra permit. What was Mr. Bollard's reason? I consider that there are clubs far more justly entitled to an extra permit than Waipapakauri. Some oneday clubs in the past have had a hard struggle to exist, yet we find that Mr. Bollard has created more one-day clubs, to the detriment of those clubs which should have had their just claim satisfied, before any.new clubs were created. Why was Hamilton given two days ? Again there is Whangarei, which secured two extra days, one being a trotting permit. This permit it is justly entitled to, but no one can justly say it is entitled to an extra day for racing (making three in all) before other clubs' just claims are satisfied. —I am, etc., RETALIATE. t • ■ <— '
