HUGE NEW SUBMARINES. WASHINGTON, February 26. According to information received here, .lapan has revolutionised the construction of submarines and destroyers. She has embarked upon an extensive plan of building gigantic, vessels of this type. upon which the Washington Treaty placed no limitation.

"Each new destroyer would be equal in battle to two or three American destroyers,'' states Mr. Hector Bywater. a well-known naval writer and author of "Seapower in the Pacific." They will be able to cruise f>ooo miles without refueling. The new Japanese submarines are as large as small cruisers with a cruising radius of 10.000 miles."

To Mr. Bywater's lengthy statement, the dispatch received in Washington adds: "In view of this development it will he necessary to revise all current estimates as to the Japanese destroyer strength based on mere numbers.''
