PREFERENCE TO COUNTRY. NEED FOR RESHUFFLING. (By Telegraph. — Association.) KELSON", this day. The Hon. R. F. Bollard arrived from the West Coast yesterday afternoon, and in the evening was accorded an official welcome by the Mayor.
