The sailing orders indicate the Xavy Department's confidence in the passage of the Navy Appropriation Bill now before the Senate. The scouting fleet will lie joined on February 1 by other light cruisers. A fortnight later the Wyoming, light cruisers, and four divisions of destroyer- will leave via the Panama Canal for the first of the war games, after which tlie battle fleet will go on the Australian cruise.
