MUSSOLINI'S REFORMS.
STILL A DICTATOR. THE COMING ELECTIONS. THE MATTEOTTI AFFAIR. (By Cable—Press Association.—Copyright.) (Received 10.30 a.m.) ROME, December 20. The newspaper "Mesaegero" states that Signor Mussolini informed the various Fascists deputies that his recent electoral reform announcement had not been made because he desired to compromise with his enemies. "It is nut my habit to make compromises with anyone," he said. ''I proposed electoral reform on ray own initiative. H is part of a plan of reform I have in mind and which I intend to curry out from time to time independently of the dreams of my adversaries. The electiorffc will be called when I think beat, and if this is considered a thunderbolt, there will be others. The Matteotti trial will take place. I have nothing to fear. Justice will be done."—(A. and N.Z. Cable.)
