MANUFACTURE OF ARMS. (Received 3 p.m.) PARIS, December 25. M. Herriot, in a departmental letter, charges Germany with bad faith on the question of disarmament. He asserts she is continuing the manufacture of arms. Twenty thousand rifles were recently eeized at Essen.— (Reuter.)
