ELATION IN BERLIN. GUIDE FOR THE FUTURE. (Received 10.30 a.m.) liONDON, October 17. The Berlin correspondent of th( "Times" says that Berlin is elated ovei the success of the German loan, and thi fact that it is so freely over-su'bscribec is taken as indicating that Germany might have had and may still obtaii capital in far larger sums and at a fa: cheaper rate than lias hitherto been thi case. The experiment has thus furnished thi German business world with an im portant piece of information that wil not ibe forgotten.— ("Times.")
