FRENCH PENAL COLONIES.
TO BE ABOLISHED. PARIS, September 15. Following the decision of the French Government to abolish penal settlements, the question as to what shall be done in the immediate future with the prisoners in colonial settlements has not been definitely decided. These number 4500. In addition, 2000 remain in exile in the colonies for farther periods equal to the length of their actual imprisonment. The Minister of Justice states that it is possible the French Guiana settlement in South America "may die out progressively by extinction, as in the case of New Caledonia. There are now only 150 prisoners at the latter settlement.— ("Sun.")
