NOBODY LOVES IT. TRUMPETED NEGOTIATIONS. "WIXX LONDON LEND ? (By Cable.—Press Association.—Copyright.) (Received 11 a.m.) LONDON, July 9. The Riga correspondent of the "Times" says that alarm has been caused by the protracted nature of the Soviet negotiations in London and the uncertainty of French recognition of the Soviet. The Soviet Government is making a brave show expediting negotiations with Germany and Italy. The Soviet Press ostentatiously announces that the Moscow Government is about to resume negotiations with German groups in r.egard to several important new railway concessions, while Moscow diplomats appear to be greatly interested in proposals from Italian groups for new shipping concessions, and especially for concessions in all the trans-Caucasian and manganese mines. These much trumpeted negotiations, however, are not taken seriously, and are regarded as so much bluff, intended chiefly to stimulate the flagging British interest in Soviet negotiation in London.
