LEAGUE OF NATIONS.
THE MANDATES COMMISSION. GENEVA, June 26. A comprehensive statement of the recent activities of the permanent Mandates Commission of the League of Nations has been prepared by M. Kappard, head of the Mandates Section. This refers to the South African and Commonwealth Governments' agreement with the desirability of extending international conventions to mandated territories. The Australian Government expressly declared its inability to recognise the right of the League of Nations to cancel a mandate without the consent of the mandatory. It thought the consent of the Council of the League should be obtained in regard to mortgaging public works in mandated territories, and that the rights of liabilities of a mandatory should not be prejudiced by transfer to another.—(A. and N.Z.
