CHANGES IN THE SYSTEM. ADVANCES TO PENSIONERS. (By TelOgnipll.--Spcelnl to "Star.") WELLINGTON, Thursday. New regulations proscribing the procedure of the Pensions -Appeal Hoard lihvp been issued. Applicants for war pensions dissatisfied with the decision of the War Pensions Board in regard to assessment or nttributability may appeal within six months of the decision of the board. Provision is made for permanent war pensioners receiving an advance of pension to establish themselves in business or to strengthen their position in regard to businesses already established. The amount advanced shall not exceed £-100. The security to be assigned to the Crown will be a policy of insurance on the applicant's life, the sum assured by which is not less that the amount of the advance. The applicant will be required to pay the premiums on the policy. In case of default they will be paid iiy the commissioner of pensions and charged against tin; pension. There are new regulations regarding medical treatment, surgical appliances, and the fees of medical practitioners. The representatives of an ex-member of the forces dying as a result of a disability for which he wns in receipt of a war pension or for which he would have been eligible for a war pension, will, subject to the approval of the commissioner of pensions, l>e entitled to funeral expense* for such cx-membnr provided that in certain localities the provision of funeral arrangements will be made by (he Tensions Department and that where this is not practicable a sum not exceeding £13 will be defrayed by the department.
