EFFECT ON MARKET. (By Telegraph—Special to "Star.") CHRISTCHURCH, this day. Overscllers of oats, caught in the cross-currents of the market, are treading water in the hope that the flow of affairs will bear them out of danger, and so transactions in "paper oats" have fallen off. Buyers are scarce, and sellers have made no further reductions of quotations other than those thrown out last week, when it was realised that the panic of those with uncovered contracts was ebbing. It may be that market rates will slip further, but many of those who anticipate such a contingency nourish the expectation that eventually prices will jerk forward again, for they are at a loss to see how Dominion requirements can be met even by Canadian importations.
