The Paris correspondent of the "Times" says that M. Herriot, in a signed article in the newspaper ".Information" dealing with Japanese immigration to tbe United States, says the United States has taken a grave decision, lie points out that the density of the population in tbe Japanese Empire is greater than in Germany or Italy, and it is certain the efforts to find an outlet will not be relaxed.
Japan will no doubt emigrate her surplus towards Manchuria and Siberia, but that will not suffice. If, imitating the I'nited States, tbe whole of America closes its doors, "what will happen if the West refuses to admit the Japanese at the moment when they have their backs to the wall in a struggle for existence? A way will be prepared for events which will shrike our civilisation to it* foundations. No barrier can resist audi tremendous pressure."— ("Times.")
