MERCHANT SHIP MEN.
EIGHT HOURS A DAY. j A NEW BILL. LONDON, March 13. Mr. ..I. Sexton (Labour) is introducing a bill in the House of Commons to amend the existing statute laws relating to merchant shipping. Tbe bill includes provision that no seaman or apprentice shall be employed mere than eight hours a day or 4S hours a week, except in cases of grave emergency; that every ship over 1000 tons gross must carry a certificated cook; that the maximum punishment for sending a ship to Bea in unseaworthy conditiou be increased to 10 years' penal servitude; that the accommodation of seamen and apprentices shall include such sanitary, hospital, and lavatory accommodation, including lixed .baths, as the Board of Trade considers reasonably desirable, and tiiat the Board of Trade may require separate messrooms for seamen and apprentices.
