WELCOME THE NEWS. (Received 1.30 p.m.) LONDON, March 13. The Kobe correspondent of the "Times" says the Press gives prominence to reports that it has been decided to discontinue the construction of the Singapore base, and warmly welcomes the action of the British Government. The "Asalii," which takes the truth of the report for granted, in a long leader, says the suspension removes a great danger confronting the Japanese for a long time. The Japanese nation welcomes the news, and notes the suspension is nnlv temporary, fearing the scheme is certain to be revived under the next Conservative Administration.— ("Times.")
