SAMOA'S DAWN.

ACTIVITY OF NEW ADMINISTRATOR. GOYERXJIENT STUXTS TO Bli ABOLISHED. (From Our Own Correspondent.) SUVA, December 2S. The new Administrator of Western Samoa, Major-General Richardson, is losing no time in getting his house in order, and lie is showing an immense amount of tact. in handling all the warring forces which'exist in the territory. There is the old regime who are much connected by marriage with the old German settlers, and who have bitterly resented the new laws, especially those relating to the use of liquor and the management of the o!<l German (now the Crown estates). Tim Administrator has just been to i'c»' Zealand, and he lias announced hi* proposals for the future. It is quite evident that the old crowd has accepted the position, aud it is openly stated that the people will be well content it the new lafvs are put in force. Among other things the expensive Cronn estates arc going to be run by the -Administration under a board of local d : rectors. AH concerns run in the past as Government businesses SUCU" as ICO work* hotel, laundry, health resort, etc are to be sold or leased, and every inducement given to new settlers to come and settle in the territory. A new ivharf is to he orectcd and tiie place gradually built tip and made more attractive for tourists. in this way Somoa is froing to have a chance to come into it> own. On the other hand, Fiji, being under Downing Street, aud bein-j- locally governed by men who ha\e no local interest in the place, is allowed, to drift, the only care being that there be enough money in the Treasury to u,iy jalarics and holiday trips for Civil siu'varits to England, for it may not be known in the Dominions that by a recent regulation, Civil servants, who come from Home, have the right to get a considerable sum towards paying their fares and those of their wives °Honic and back. This is a very great drain for a young and poor colony, i-fiTmoa is on the -high way to a greater prosperity, and the outlook at Apia i≤ the chict subject of conversation. v . .-r\
