AMERICA AND CONFERENCE. NO PARTICIPATION. WASHINGTON. January 2. The United States Government is pleased with the attempt by the League of Nations to extend the principles of the naval ratio defined by the Washington treaties, but Administration officials do not regard seriously the suggestion that the United States should participate in Ihe forthcoming conference to be held in London.

It is pointed out that the United States prefers to remain aloof from such a navnl conference because participation would involve tacit recognition of the League, and because Russia woutd be represented.— (A. and N.Z. Cable.)
