TRIUMPH IN GUNPOWDER.
(From Our Own Correspondent.) "*' SAN FRANCISCO, June 23. \n announcement of world interest,is that made by the War Department of ! the United States of successful developlinent of a new powder that is flashless, 'smokeless and impervious to moisture. During tests tlie explosive has been completely submerged in water without any absorbed moisture having been found. It | can be used in small arms and artillery, | and the fact that both the moistureproof quality and the new >owder's abillity to explode without flash hae been conclusively demonstrated are features which have caused the War Department of the U.S. to regard the new production as one of great importance. The former will obviate much of the pains that have to be taken under modern warfare conditions to keep ammunition dry, and the latter will permit of night firing I without revealing the position of the 'force* making the attack.
