RUSSIA AND TURKEY. BOLSHEVIK IDEA. LONDON - , July 25. M. Tchitcherin, head of the Bolshevik representatives at Lausanne, qualifies his agreement to sign the Straits convention, says the Riga correspondent of "The Times," with the declaration that <th(* Soviet Oovternment .reserves the right to propose alterations in the future and to .declare the convention invalid if it threatens Russia's interests. M. Tchitcherin states that the convention endangers the safety of the Russian coasts and infringes Turkey's rights, but that Russia, is signing because Turkey is doing so.
