DELAY AT OTIRA.
. LACK OF CO-OPERATION. (By Telegraph.— I'ress Association.'! CHRISTCHURCIT. this day. The organiser of the Progress League, after inspecting the Otira railway, says that trains should run through within the next three or four weeks and slips on the Midland line will not delay the opening of the tunnel. Nevertheless he was disappointed at the amount of work still to be carried out, and the fact that progress of work was suilering from want of co-operation between those in charge of various branches at Otira. He was siirprised to find electrical contractors and engineers still in sole possession of the power station, and that none of the Railway Department's permanent men had arrived. Furthermore, electric locomotive drivers had not yet put iv appearance.
