It ilcilncs the soolal'y inadequate classes to include paupers, ne'er-do-wetl's. orplvaus, cripple*, the blind, nnd sufferers from certain chronic and Infectious diseases, as well as criminals, inebriates, feeble-inlnded, and «lrti£ addicts. It proposes the appointment of a Si'Jte eugenlst, who would make a Stato survey. It provides also tbat persons held socially unlit would be brought into court, and if the presentation Iβ upheld by court or jury, the court may order the State eugenist to arrest the man or womau in question. They would then "cause such person to be eugenically sterilised in a skilful, safe, and humane manner." "Our race must perish, as have other dominant races ln former times, unless -we flnd a means of discouraging the Tapla multiplication of the unlit," commented Chief Justice Olson.
