BRITISH OBSERVER SATISFIED LONDON, March 22. The Hon. A. Guinness, Undersecretary fnr War, replj'ing to a question in {he House of Commons, said the British representative on the Interallied Commission of Military Control was satisfied that the German army reductions in men and material had been so effected as to constitute effective disarmament.— (A. and N.Z.
