Davis, has announced that illicit immigration under the Seamen's Act, which permits seamen who resign from vessels to remain in the United States sixty days before reshinping, has grown to serious proportions," and is resulting in the entrance of many thousands of undesirable aliens. Warrants for the deportation of 200 such individuals have been issued already, and many more will probably follow.
