' HIGH SEAS SEIZURE. BRITISH STATE PROTEST. WASHINGTON, October 19. It is understood that the British Governmvnt has protested to the State Department against the seizure of the British schooner Emerald eight miles from the American eoaat. ft is alleged by the United .States prohibition authorities that tins Emerald was engaged in smuggling liquor. The Pacific Navigation Company, the Royal Mail Steam Packet Company, and the Holland-America Line have applied fo r injunctions against the AttorneyGeneral's ruling prohibiting ( the carriage of liquor in ships entering American wature.—(A. and N.Z.
