CHANGED VIEWS IN FRANCE. MORATORIUM FAVOURED. <Bj Cable.—Press Aseoclatton.—Copjrlfht.j (Received 10.30 n.jjj.) LOXDOX, October 17. The -Daily Mail's" Paris correspondent states that a striking change in the French official reparation policy mar be expected shortly. The Government* decided that considerable delay must be granted Germany before payment in taw material* as wuil as caeh can begin. The correspondent has been informed privately that the Government will not oppose the moratorium being extended until or even longer. Financial circles believe that loans ami short term honds could bo floated to get the reparation cost*, provided Germany counter-signed promising payment in five years.—(United Service.) "
