Whether or no! the employers were justified from a lepj] aspe-i in adopting those methods he was nut prepared to express any opinion. During the course of the negotiations :l repori was made in the press that if the matter were not fixed up satisfactorily it would react at tho beginning of this season in the North. He did not know whether there was any authority for this statement, or if the Northern Samihtermcn's Association had agreed in any way with tlie proposal.
