DEMANDS A SEAT IN THE CONFERENCE. TURKISH RULE FOR ALL TURKISH AREAS. (Received 1.30 p.m.) BERLIN. September t>7. The "(iolos Rossiji." a Russian newspaper published here, states that the Soviet is negotiating for the formation of a new East Entente between Russia, Turkey, Persia. Afghanistan, and Mongolia. The Soviet Commissary. Karaolaan. issued a Note in Berlin emphatically protesting against the exclusion of Russia and her Allies from the Near Kast Conference. Russia refuses to allow herself to be disavowed by Western Europe or to acknowledge any disposition to be made without the Soviet? participation. Russia and Turkey are agreed regarding the character of the freedom of the Dardanelles. The Soviet considers the various English attempts to solve the Xear East crisis will not lead to positive results or prevent newwars.
