Generally the proposal Is i in the direction of decentralisation, so that • boxing, instead of being controlled by a large number of local associations under J the New Zealand Council, shall be locally - controlled by three centre committees in . each island, elected by the local associations within their respective areas, such committee to exercise government of the , tournaments of each individual association. The NfW Zealand Council will continue in • office to manage boxing genernlly in the : Dominion, as a guide and mentor, but will I not meet annually in conference as hitherto. Annual conferences will be held by each ol the centre delegates. In putting the i recommendations before delegates Mr. | Saunders stated that some of the changes i had to a large extent been forced on the I New Zealand Council. In the course of discussion he stnted that the areas 01 the six centres had yet to be defined by regulation, and when the centres *__-» formed they would practically have the delegated powers of the Council. In the proposals it wns not made mandatory that the representatives of tbe various associations on the centre committee should be members of any affiliated club or association. , The proposals then put to the conference and carried were as follows : — Centre Control.—Six centres to he created, three in each Island: each to be managed by a committee of five, elected at an annual meeting after the first year, when the council will make the appointments. The centres proposed are: —Auckland. _,_st Const, Wellington. Westland, Canterbury, , Otago. The annual meeting is to be in April, each association to have one vote each member of committee appointed must reside nt headquarters, which shall be selected by one vote of the associations in the centre, centres to submit to the council, I an annual report and balance-sheet, and all hooks and records of the committee must be open to Inspection by the council if re-1 quired; boundaries to be fixed when the regulations are defined: permits to be Issued hv the centres, whose revenue will be derived "from permit fees, amateur registrations, percentages of professional purses, and 50 per cent profits from island championships. . Finance.—ln the carrying out of tne Dominion championships half profits are to go to the promoting body and half to mc council. , _ ~„ The New Zealand Council finance is to be confined to subscription fees, half percentages of professional purses, which will be increased from 24 to 5 per cent., and half Dominion championship profits. Island Championships.—Local associations will finance their teams to Island championships. Each island to have the right _to nominate two men for eaoh class for New Zealand championships, except in the fly and light-heavy classes, in which only one representative shall be allowed, with the object of having a two-night programme: the promoting body to have the right to make additional entries to avoid byes. The selection committee for New Zealand representatives ls to be the referee and two judges at the New Zealand championships, who shall be appointed by tbe committee of the centre In which the championship Is to be decided; amateur expenses to be allowed to a referee and two judges; the centre where the island .hamplonshlps nre held to be responsible for arranging for transport and finance of the teams to the New Zealanil championship-. Australasian Championships.—The 1912 agreement ls to be carried out. with the champion, hips at Hobart In 192_, and at Melbourne in 1923. The council's representative at the Hobart meeting is to support the council's views expressed at the Sydney conference, that the continuance of the Australasian championship-, so far as New Zealand Is concerned, depends upon a more equitable financial basis being agreed upon. Unless this is done New Zealand will give no guarantee to remain a party to the agreement. Calendar.—The council will, on the institution of the centres, circulate a monthly record of matters received from centre committees.
