SEEKING A RUPTURE. LONDON, May 14. j XI, Tchitcherin, head of the Russian to the Genoa Conference, has sont a Note to Signor Schanwr declaring that (he proposals of the Powers are absolutely unacceptable and asking for the immediate summoning of the political sub-commission, at which the Rus- : sianß will enlarge their proposals for mixQd commissions. M. Tchitcherin"s letter is strongly worded nnd hns caused a sensation in! view of the unusual course taken by the Russians of refusing point blank before the Powers" Note has even been present pri.
