ROME AND THE SOVIET.
POPE SIGNS A TREATY. GENOA, April 23. The Vatican has resumed relations with tbe Soyiet and has signed a treaty under which the Soviet admits Jesuits and Franciscans to Russia. This is interpreted as the Vatican's first step toward bringing the Russian Orthodox Church under the Roman Catholic Church. — (A. and N.Z. Cable.)
